State promoting international relations while upgrading and safeguarding national characters
General Khin Nyunt addresses Special Refresher Course No 50 for Basic Education Teachers

Yangon, 11 Nov - The opening ceremony of the Special Refresher Course No 50 for Basic Education Teachers was held at Nawarat Hall of Central Institute of Civil Service (Phaunggyi) in Hlegu Township this evening, with an address by Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council General Khin Nyunt.

The Secretary-1 delivered an address. He said the government laid emphasis on conducting of the special refresher courses for basic education teachers. The courses were opened with the lofty aims for fifty times. The courses for Upper Myanmar were also conducted for 16 times. The special refresher courses for basic education teachers have been gaining momentum and expected good results have also emerged gradually. Nowadays, the State Peace and Development Council has systematically laid down plans for education reforms that can guarantee the long-term interest of the nation and national people. The education promotion programmes have been systematically implemented phase by phase and with the aim of upgrading the ability and uplifting the spirit of basic education teachers, the special refresher courses have been opened.

The Chairman of Myanmar Education Committee himself attended the opening and closing ceremonies of the courses, and time and again explained matters related to the guidance of the Head of State on the State's affairs, educational policies and other political affairs that should be known. So, the special refresher courses are concerned with the trainee teachers as well as other teachers in education field. The trainee teachers who have got a chance to attend this excellent course are to try hard throughout the course to be able to practically implement the noble and lofty aims of the course. Recently, two significant endeavours replete with the national essence for the State had been made. One was the successful completion of the Tenth Myanma Traditional Cultural Performing Arts Competitions that had been yearly held on a grand scale to preserve and uphold the traditional cultural heritage, to upgrade the national characters and to prevent penetration of alien culture.

The other was that Head of State Senior General Than Shwe had attended the Eighth ASEAN Summit, the First Greater Mekhong Subregion Summit, the ASEAN Heads of State/Government and Heads of State/Government of the People's Republic of China, Japan and the Republic of Korea Summit, the ASEAN-India Summit and the meeting between ASEAN Heads of State/Government and the President of South Africa and Chairman of OAU. The Eighth ASEAN Summit and other related meetings are the proof of the ASEAN member nations' enhanced cooperation with the world nations.

Similarly, the Union of Myanmar is making arrangements for promoting relations with the international community, he said. The two significant endeavours revealed that the State is promoting international relations while upgrading and safeguarding the national characters. With the aim of strengthening the national economy, developing of modern science and technology with the abreast of time and for the country to be able to stand tall among world nations, the State is endeavouring to promote international relations and cooperation. Due to the increased international relations and advancing information technology, there will be much alien penetration into culture.

For perpetuation and safeguarding of the national culture and characters, greater efforts are to be made with national awareness, he said. Moreover, over 100 national races have been residing in the Union for years countable by the thousand. So, national solidarity and Union Spirit among national brethren are to be nurtured and upheld as the heritage of our ancestors. It is worthy of pride that through the long course of history of the Union, strong nations had been built, keeping abreast of the neighbouring and world nations and that the religion and the national customs and characters have been safeguarded and uplifted and that the union was safeguarded by the entire nation in time of the encroachment of foreign countries. Such significant national traits are in the heart of the entire people and these contribute to repelling the dangers of foreign countries that have continuously disturbed the State.

He said Myanmar had witnessed outside instigations and driving of the wedge among the people, the plot to break up national solidarity and instigations to cause disintegration of the Union from the time of ancient Myanmar Kings to the reign of the imperialists before the country regained her independence. Such dangers will continue to exist not only now but also in the future. Unless we can build a consolidated national force, there will exist the danger to the disintegration of the Union. Outside instigations are waiting to interfere in the affairs of the country. All Myanmar national people should be aware of that fact. Outside instigations harmed the country leading to near disintegration of the Union in the absence of national unity. We had witnessed historical evidences many times soon after regaining national independence. It is true that the strength of unity which enabled the nation to win back the independence from the powerful imperialists will surely bring about national development. However, armed oppositions broke out due to dishonesty of politicians, deterioration of national unity and extreme racial tendencies. Then the country lagged behind development.

These are historical lessons. Nowadays, all are making collective efforts for national development with national solidarity of the people. It is a significant achievement after the independence. On the other hand, some neo-imperialist nations have been trying to break up the Union after driving a wedge among the people in order to destabilize the country, to undermine the endeavours for national development by putting pressure on the country with the use of internal and external destructive elements. The destructive groups with the assistance of neo-imperialist nations are leveling one groundless accusation after another against Myanmar based on fabricated stories. The opposing groups made accusations in connection with human rights, forced labour and narcotic drugs. It is obviously seen that they are again tarnishing the image of the country based on fabricated reports such as the alleged rape cases against ethnic women and use of child soldiers. They have been doing so, in order that international community may have bad impressions upon Myanmar. At a time when they are sowing seeds of discord among the national races and trying to break up national solidarity purposely it is necessary for all citizens to enhance national awareness, widen national outlook and national vigilance among them.

The Secretary-1 also spoke of the need to make efforts for consolidation of the spirit of national solidarity and Union Spirit which serve as basic foundations of the Union. With peace and stability in the country, national economic life will be strong and the country will develop. With this conviction, the government has been making endeavours for consolidation of national solidarity. Only when the equitable development of all parts of the nation is achieved will Union Spirit flourish, the Government has been implementing development projects the length and breadth of the nation. In implementing the national development projects, uplift of the education level of the national people plays a key role. So the education promotion programmes and the education plans at different levels have been laid down and are being implemented in the education sector with a view to enabling the basic education schools to use modern teaching aids and creating the opportunities to pursue education not only in the urban areas but also in rural areas.

The e-Education System has been introduced to enable the schools to use modern multimedia classrooms the length and breadth of the nation and to create the opportunities to learn the higher education after establishment of the development zones throughout the Union. The Government has been making systematic efforts to turn out intellectuals and intelligentsia of international level while promoting the education standard of the entire national people. This being so, teachers, on their part, will have to make relentless and sustained efforts in successful implementation of the national education plans and education promotion programmes at different levels. Nowadays, the modern teaching and learning techniques and higher education are no longer meant only for the technicians and scholars; they can be learnt by all as they cover the whole society. In promoting the standard and quality of Myanmar education, the teaching and learning techniques are being transformed into the ones which are in conformity with not only the basic educational level but also higher education level.

The education plans being launched at present are to be widely introduced to various strata simultaneously and the role of teachers has become more and more important. The teachers will have to nurture their pupils to become those capable of shaping the future of the State according to their ability, ambition and inherent character. It is incumbent upon the teachers to nurture their students to become those who cherish and love Myanmar cultures and customs, the national prestige and integrity and to get them imbued with the sense of participation in development of Myanmar society. In addition, the teachers are required to nurture their students to be imbued with nationalism, patriotism and Union Spirit which are vital for perpetuation of sovereignty in order that the Union of Myanmar may exist as long as the world does.

The State Peace and Development Council, braving the slanderous accusations, sabotage and instigations of the internal and external destructive elements, has been making all-out efforts to enable the Union to stand shoulder to shoulder with the nations of the world and ensure the emergence of a modern and developed nation and perpetuation of national sovereignty with the might of the national solidarity. He called on teachers to discharge the national duty in the education sector with goodwill for realization of the national objectives and success of national endeavours of the Government. In conclusion, he urged them to united strive for the promotion of the national education standard up to the international level so that the Union of Myanmar will be able to keep abreast with the development of other nations, to instill patriotism and nationalism into the entire national people including the students so that the Union of Myanmar will be able to stand tall in the family of nations, to make all the Myanmar nationals see the true colours of those who are always trying to drive a wedge among them with the support of and at the instigation of foreign countries by inventing false stories, to enliven national outlook, to consolidate national unity and to propagate the Union Spirit.

After the ceremony, the Secretary-1 cordially greeted the trainees and left there later in the evening. A total of 1503 trainee teachers are attending the Basic Education Teachers Refresher Course No 50 and it will last five weeks.

Before the opening ceremony of the training course, the opening ceremony of the new main office building of the Central Institute of Civil Service (Phaunggyi) was held.
