Yangon, 30 Nov - Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe and party inspected implementation of Monywa Airport Project on 26 November morning.
Minister for Transport Maj-Gen Hla Myint Swe reported to the Senior General and party on condition of the present runway, arrangement for extension of the existing runway into 10,000 feet long and 200 wide one, construction of the apron and types of planes which can land at the new Monywa Airport on completion.
Then, Shwe Thanlwin Highway Co Ltd Chairman U Kyaw Win reported on tasks of Monywa Airport Project being implemented.
After hearing the reports, Senior General Than Shwe gave necessary guidance. He said that as regards the national development, there are numerous projects being undertaken by the State and there are also some projects for which national private entrepreneurs are assigned duties. Efforts will have to be made to see that the projects meet the set standards and quality, he stressed. With the aim of doing business at international level in the future, the national entrepreneurs are to exert energetic efforts systematically, he noted.
Next, the Senior General signed in the visitors' book and inspected progress of work. In the afternoon, the Senior General and party met with members of Sagaing Division Peace and Development Council, departmental officials, district level authorities and departmental officials, the Monywa Township Peace and Development Council Chairman and members and departmental officials at Zeyathiri Hall of North-West Command Headquarters.
Chairman of Sagaing Division Peace and Development Council Commander of North-West Command Brig-Gen Soe Naing reported on location and area of Sagaing Division, kinds of farmlands and soil, thriving of various crops, number of paddy acreage, per-acre yield, local sufficiency of rice, cultivation of edible oil crops and sufficiency of edible oil, efforts being made for enabling Sagaing Division to become the rice bowl of upper Myanmar, economic development of Sagaing Division and undertakings of rural development programme.
Then, Senior General Than Shwe gave guidance. The Head of State said that Sagaing Division is an important region in Upper Myanmar. It is thickly populated and rich in natural resources, he observed. The division also possesses favorable land and water resources for agricultural development. In addition, it is rich in forest, mineral and energy resources as well as those resources that can be utilized in generating hydro-electric power. When those natural resources are tapped effectively for the regional development of Sagaing Division, it will also contribute much towards the national development. To turn the Sagaing Division into a reliable region for the nation and a barn of Upper Myanmar, the Government has been taking appropriate measures and fulfilling necessary requirements. The Thaphanseik Dam, the largest one in Myanmar, has also been constructed in Sagaing Division. Other projects to utilize water resources are also implemented one after another. With these facilities, efforts must be made to extend cultivated acreage of paddy and other crops, he said. On the other hand, the per-acre yield of crops must be boosted for the development of agriculture sector, he stressed. To put it into a nutshell, energetic efforts are required to effectively utilize and tap natural resources step by step for bringing about regional development and boosting the national production, he said.
For ensuring the development of all States and Divisions in the Union, the Government has been implementing the border areas development projects as well as the projects for 24 development zones and rural development. These three projects are being implemented in combination with one another. While the efforts are being made for harmonious and simultaneous development of all the regions in the Union with momentum, officials concerned at different levels in Sagaing Division are needed to make conscientious and energetic efforts for the development of Sagaing Division as well as for the national development, he stressed. Afterwards, the Senior General cordially met with departmental officials.
On 27 November, the Senior General and party proceeded to Bodi Tahtaung Monastery in Khatakkan-taung Village, Monywa Township. They paid homage and donated provisions to Bodi Tahtaung Monastery Sayadaw Agga Maha Saddhammajotika Bhaddanta Narada.
Then, the Senior General and party visited Mohnyin Thanbokde Pagoda. The Senior General presented cash donations for the pagoda to the Pagoda Board of Trustees and signed in the visitors' book. Next, they went to Kyaukka Shweguni Hsutaungpyay Pagoda in Kyaukka Village, Monywa Township and paid homage to the pagoda. Then, the Senior General donated cash to the funds.
Afterwards, the Senior General and party inspected the 27 miles long Monywa-Ayadaw motor road and thriving of various crops along the road. Then, they viewed development of Ayadaw and went back to Monywa in the afternoon.
Members of the State Peace and Development Council Lt-Gen Thura Shwe Mann, Lt-Gen Ye Myint, Adjutant-General Lt-Gen Thein Sein, Quartermaster-General Lt-Gen Thiha Thura Tin Aung Myint Oo and Lt-Gen Tin Aye of the Ministry of Defence, who accompanied the Senior General, met with Tatmadawmen and family members of regiments and units of Monywa Station at Zeyathiri Hall of North-West Command Headquarters at 6.30 am on 27 November.

Secretary-1 inspects preservation of ancient cultural heritage in Bago
Yangon, 30 Nov - Secretary-1 of the State Peace and Development Council General Khin Nyunt, left here this morning.
The Secretary-1 and party went to the historic Maha Wizayaranthi Pagoda on Thuwunna Mandala hill in Phayagyi Sanpya Village in Bago Township where they were welcomed by members of division, district and township Peace and Development Councils, departmental officials, members of Pagoda Board of Trustees and the Union Solidarity and Development Association and social organizations. The Secretary-1 and party paid obeisance to Buddha images in the prayer hall.
The Secretary-1 and party visited the Maha Wizayaranthi Pagoda and inspected renovation work. At the Aungsetkya Dhammayon on the pagoda platform, Historian Dr Khin Maung Nyunt and officials reported on historical facts about the regions and history of the pagoda. Factory Manager U Aung Myat of Myanma Shipyards reported on arrangements for hoisting of Htidaw and Seinbudaw and new Hngetmyatnadaw and offering Shwethingan and all-round renovation of the pagoda.
The Secretary-1 gave instructions on renovation of the pagoda, hoisting of Htidaw and Seinbudaw andrequirements including donations. The Secretary-1 and party supplicated on arrangements for renovation of the pagoda to Presiding Nayaka Sayadaw of Panhlaing Sarthintaik in Bago Bhaddanta Sasana. Next, the Secretary-1 presented offertories to the members of the Sangha. The Secretary-1 cordially greeted local people. The Secretary-1 and party went to the site for reconstruction of Kanbawza-thadi Palace of King Bayintnaung in Bago.
Deputy Minister for Culture U Soe Nyunt and Director of Department of Archaeology U Aung Naing Myint reported on preservation of artifacts excavated from the palace site and construction of Myaynan Pyatthat. Myanmar handicraft technician U Ye Kyaw reported on installation of Myanmar works of art.
Director of Department of Archaeology Daw Sanda Khin reported on arrangements for greening and beautifying the palace and progress of work.
Superintending Engineer U Kyaw Lwin of Public Works reported on construction of the palace and other structures.
The Secretary-1 said the palace has been built magnificently. He spoke on preservation of the palace for durability and continued implementation of the tasks in the project. He said ancient artifacts were priceless national heritage and spoke of the need to preserve them systematically.
The Secretary-1 and party inspected Bago Archaeological Museum, preservation of ancient artifacts excavated, preservation of constructed Bamayathana Throne, greening of its environs and construction of Myaynan Pyatthat. The Secretary-1 then gave necessary instructions.
The Secretary-1 and party went to the site of Naungdawgyi Myathalyaung Reclining Buddha Image in Mazin Ward. Myanmar handicraft technician U Maung Aye reported on construction of the Buddha Image and Gandhakuti, Engineer U Tun Shwe on construction of Buddha Images with the aid of small charts and models. Then, the Secretary-1 and party inspected construction of the Buddha Image. Next, the Secretary-1 and party paid homage to Buddha Images unearthed from the place where Naungdawgyi Myathalyaung reclining Buddha image will be built.

The Secretary-1 and party viewed production process of the factory being undertaken by over 2,500 workers. Then, the Secretary-1 and party inspected casting of Tampalawha Maha Muni Buddha Image in front of Bago Degree College near Yangon-Mandalay Highway. Sayadaw Bhaddanta Indaranaçara of Dhamma-lankara Monastery in Bago gave advice on progress in casting the bronze Buddha image to the Secretary-1.The Secretary-1 and party heard reports on the casting process of the bronze Buddha Image by bronze casting technician U Win Maung. The Secretary-1 fulfilled the requirements.
Next, the Secretary-1 and party arrived at Lwin Phyo Fish Breeding farm in Kwaydanshay Village in Bago Township. U Than Lwin, owner of the farm, reported on fish breeding tasks being carried out in 4,500 acres of ponds in Kayan, Twantay and Bago townships and 28 fish ponds on 300 acres of land in Kwaydanshay Village, kinds of fish, production and sale of fish, technological assistance provided by the Ministry of Livestock and Fisheries, kinds of fish on commercial scale, future tasks and requirements. Then, the Secretary-1 gave necessary instructions. He said that the Government is giving encouragement to development of the meat and fish sector. Similarly, the Ministry concerned provides fingerlings, technology and disbursement of loans to the entrepreneurs. The local authorities are to reclaim the vacant and virgin lands where paddy cannot be cultivated and allot them to fish breeding entrepreneurs. The entrepreneurs are also to make efforts for improvement of the meat and fish sector and to sell them at reasonable prices to the consumers. Then, the Secretary-1 and party viewed fish breeding ponds at the farm and left Bago in the afternoon.

Seminars on Myanma Industrial Development held at nine places
Yangon, 30 Nov - The Seminars on Myanma Industrial Development, organized by the Leading Committee for Organizing the Seminar on Myanma Industrial Development and Industrial Exhibition, were held at the nine designated industrial zones and ministries today.
North Okkalapa Industrial Zone held the seminar at the industrial zone management committee office this morning. Director U Htay Chun of Directorate of Investment and Companies Administration, Deputy Director U Kyaw Dun and Researcher Dr Cho Cho Mar and Assistant Researcher U Lwin Wai of Myanma Science and Technology Research Department presented their papers to the seminar.
A similar seminar was held at South Okkalapa Industrial Zone today. Geologist U Lin Myint of Myanma Oil and Gas Enterprise, Deputy Director U San Aung of Myanma Petroleum Products Enterprise and Deputy Director U Htin Aung of Energy Planning Department submitted their papers to the seminar.
In Shwepyitha Industrial Zone, Senior Scientist Daw Khin May Cho of MSTRD, Senior Scientist Dr Aye Aye Kyu and Senior Scientist Dr Nwe Yi Win of Technical Development and Cooperation Department discussed their papers.
The similar seminar was held at Dagon Seikkan Township Industrial Zone today. Professor U Soe Myint of Yangon University of Computer Studies, Associate Professor Daw Nwe Ni and Mechanical Expert Dr Daw Mya Mya Than of the Ministry of Science and Technology read out their papers.
Dagon Myothit South Township Industrial Zone held the seminar this morning. General Manager U Moe Paw of Directorate of Trade and Research Officer Dr Swe Swe Oo introduced their papers to the seminar.
In Thakayta Industrial Zone, Head of Branch U Kyaw Lwin of National AFTA Unit, Adviser to the Ministry of Industry-2 U Aung Soe Win and Deputy Director Daw Tin Tin Htwe of National AFTA Unit presented their papers.
The same seminar was held at Hlinethaya Industrial City this morning. Assistant Lecturer Dr Aye Kyaw of Geography Department of Yangon University, Lecturer Daw Kyu Kyu Swe of Law Department of YU and Professor Dr Khin Mar Tun of Chemistry Department of University of Distance Education discussed their papers.
The Ministry of Industry-1 held the seminar at its meeting hall this morning. Resource persons U Myo Than, U Lin Aung Htet and U Than Tun Aung submitted their papers.
The Ministry of Industry-2 also held the similar seminar this morning. Resource persons U Nyan Tun, Daw Sanda Aye and Daw Win Mar read out their papers. Then, the resource persons answered the queries raised by industrial entrepreneurs.

CEC member meets USDA members in Shan State (South)
Yangon, 30 Nov - Central Executive Committee Member of the Union Solidarity and Development Association Brig-Gen Pyi Sone met with secretaries of district and township USDAs at Loilem District USDA office on 28 November. The USDA executives and organizers reported to him on progress in implementation of the association's tasks and rural development works. CEC member Brig-Gen Pyi Sone gave necessary instructions.
On 29 November, the CEC member attended the meeting to co-ordinate measures for control of narcotic drugs held between the districts and townships in Shan State (South) at the District Peace and Development Council Office. Brig-Gen Pyi Sone delivered an address and officials concerned reported on work progress. The CEC member gave necessary instructions. The CEC member then proceeded to Taunggyi and held a discussion with secretaries and executives of Township and District USDAs in Shan State (South).
Minister inspects Customs Department, container yards
Yangon, 30 Nov - Minister for Finance and Revenue U Khin Maung Thein, arrived at the Customs Department (Head Office) this morning. Deputy Director-General of the department Thiha Thura U Thein Tun Tin reported on supervision of container inspection process at the various container yards, and Managing Director U Than Yi of Myanma Foreign Trade Bank and Managing Director U Mya Than of Myanma Investment and Commercial Bank on financial matters of the respective banks.
Then, the minister and party inspected Asia World Container Inspection Yard. He fulfilled the requirements on reports presented by the officials. Then, The minister and party arrived at the container inspection yard of Myanma Industrial Port. The officials conducted them round the yard. The minister attended to the needs.
Next, the minister and party inspected the examining the containers by the use of X-ray machine, and records on exposing of illegally-imported goods at Bo Aung Kyaw Container Yard and gave necessary instructions. Later, the minister and party arrived at Myanmar International Thilawa Terminal. Officials reported on carrying out the tasks systematically at the terminal. The minister fulfilled the requirements and left necessary instructions.
Commander inspects sanitation, weeding for proper drainage in Yangon Division
Yangon, 30 Nov - The Tatmadawmen, members of Myanmar Police Force, staff of Yangon City Development Committee, members of the Union Solidarity and Development Association, Red Cross and Fire Brigades, members of Maternal and Child Welfare Association and the people carried out sanitation work, weeding for proper drainage and greening of Yangon Division this morning. Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe inspected sanitation works.
Commander Maj-Gen Myint Swe arrived at Nawarat Yeiktha on U Wisara Road where they were welcomed by Commander of No 3 Military Region Col Yan Naing Oo, Secretary of Yangon Division Peace and Development Council Lt-Col Kyaw Tint and members. Commander Maj-Gen Myint Swe and party inspected the sanitation work at the Nawarat Yeiktha.
Commander Maj-Gen Myint Swe inspected proper drainage and sanitation work at Bahan Roundabout at the border of Dagon and Bahan Townships. Commander Maj-Gen Myint Swe, Vice-Chairman of Yangon City Development Committee Vice-Mayor Col Maung Pa inspected renovation of the roundabout.
Head of Engineering Department (Roads/ Bridges) U Bo Htay reported on progress of work. Commander Maj-Gen Myint Swe and party also inspected works for sanitation and proper drainage in Yekyipauk Creek between Yankin and Mayangon and Mitta junction in South Okkalapa. The commander gave instructions on extension of drains and culverts.

Measures for keeping harvested monsoon paddy in Yangon Division under shelter coordinated
Yangon, 30 Nov - A meeting to coordinate measures for keeping the harvested monsoon paddy in Yangon Division under shelter and cultivating pulses & beans as winter crops in time was held at the meeting hall of Yangon Command at 3 pm today.
Yangon Division Peace and Development Council Chairman Yangon Command Commander Maj-Gen Myint Swe attended the meeting and delivered an address.
In his address, Commander Maj-Gen Myint Swe said that altogether 1,171,008 acres of monsoon paddy had been cultivated in this season in the Division. He urged officials at different levels to make concerted efforts to bring the harvested monsoon paddy under shelter in time and to minimise loss and wastage. In the harvested paddy fields, pulses and beans are to be cultivated as winter crops and altogether 350,000 acres are to be put under crops, it is targeted. He continued to say that those paddy cultivated acres which did not meet success due to untimely rain are to be recultivated with pulses & beans and necessary requirements will be fulfilled by Yangon Division Peace and Development Council, he said.
Next, officials concerned reported matters on harvest of monsoon paddy and preparations made for cultivation of winter crops in the division. The meeting then ended with concluding remarks by the commander.
USDA work programmes discussed in Tachilek and Kengtung
Yangon, 30 Nov - Member of Central Panel of Patrons of the Union Solidarity and Development Association Commander of Triangle Region Command Brig-Gen Khin Zaw and USDA Central Executive Committee member Col Thein Nyunt on 27 November met with executives and USDA members of townships and villages from Tachilek, Monghsat and Mongphyat districts at Tachilek District USDA office in Tachilek and urged them to undertake the tasks concerning the organizational, managerial, economic, education, social and cultural sectors. They then discussed the future programmes of the association.
On 28 November, Brig-Gen Khin Zaw and Col Thein Nyunt also met with executives of Shan State (East) USDA and Kengtung district, township and village USDAs at the office of Shan State (East) USDA and discussed tasks of the association. Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt, together with officials on 28 November inspected Border Area National Youths Development Training School in Kengtung. The minister fulfilled the requirements of the trainees.

Stake-driving ceremony for Shwedagon Replica Pagoda held in Panglong, Loilem District
Yangon, 30 Nov - Members of the State Peace and Development Council Lt-Gen Soe Win and Lt-Gen Aung Htwe of the Ministry of Defence and Minister for Commerce Brig-Gen Pyi Sone, arrived at Mingalamwaydaw Monastery in Panglong, Loilem District, Shan State (South), on 28 November.Lt-Gen Soe Win attended the Ovada seeking ceremony to construct the 135 feet high Shwedagon Replica Pagoda in Panglong.
Lt-Gen Soe Win supplicated on religious matters to Panglong Township Sangha Nayaka Committee Chairman Wahdaw Sayadaw Bhaddanta Pannavamsa. Then, the Sayadaw delivered an Ovadakatha.
After the ceremony, the commander supplicated to the Sayadaws on construction of motor roads linking Shan State (South) and Shan State (North), Shan State (East) and roads in the region for opening them on 27 March 2003, progress in building 103 miles long Namhsam-Saikkhaung railroad being carried out by the Ministry of Transport and No 55 LID, arrangements for construction of the fertilizer plant near Kehsi and all-round development tasks in the region.
Deputy Minister for Religious Affairs Brig-Gen Thura Aung Ko supplicated on the site for the Shwedagon Replica Pagoda. The Sayadaws designated the place for building the pagoda.
The first part of the stake-driving ceremony was held at the Dhammayon of Mingala Mwedaw Monastery in Panglong. Lt-Gen Soe Win, Lt-Gen Aung Htwe and Commander Brig-Gen Khin Maung Myint offered the Yadana stakes, robes and provisions to the Township Chairman Sayadaw. Minister Brig-Gen Pyi Sone and officials also offered Yadana stakes and offertories to the Sayadaws. Member of the State Central Working Committee of the Sangha Loilem Dattaw Sayadaw Bhaddanta Pannananda delivered a sermon, followed by sharing of merits.
Next, the second portion of the stake driving ceremony followed. Lt-Gen Soe Win, Lt-Gen Aung Htwe and officials took designated places. At the auspicious time, they drove the stakes at the designated places. Scented water was sprinkled on the Yadana stakes. Then, Lt-Gen Soe Win and Lt-Gen Aung Htwe performed the rituals of golden and silver showers to mark the successful completion of the ceremony.
Afterwards, they arrived at the construction site of Panglong University Project. At the briefing hall, Pro-Rector U Tha Oo of the university reported on completion of four computer rooms and 12 lecture halls at the university, installation of 60 computers, discharging the duty of 24 staff, arrangements to conduct 13 subjects and admission of 129 students to the university. Lt-Gen Soe Win and Lt-Gen Aung Htwe inspected the construction site and attended to their needs.
At the site of Panglong Government Computer College Project, engineer in-charge U Myo Myint Than of Naungtung Construction Co reported on construction tasks, Principal Daw Yi Yi Pyone on arrangements being made for conducting three courses, arrival of 30 computers and teaching aids and academic matters. Lt-Gen Soe Win and Lt-Gen Aung Htwe inspected progress of work at the construction site.
They then proceeded to Government Technological College Construction Project. Officials reported on construction matters, water and power supply and academic matters. Lt-Gen Soe Win and Lt-Gen Aung Htwe saw over the construction of the college.
At Nawarat Hall in Loilem, Lt-Gen Soe Win and Lt-Gen Aung Htwe met with departmental personnel, social organizations and local people. District Chairman Lt-Col Myint Tin reported on development of the region, local sufficiency of rice, livestock breeding and agricultural matters. Central Committee for Drug Abuse Control member Minister for Commerce Brig-Gen Pyi Sone explained endeavours of the Government in development of the State, destruction of poppy seeds in Shan State (South) for opium elimination, eradication of poppy plantations and cultivation of opium-substitute crops and urged the local people to participate in drug elimination tasks as the national duty being undertaken by the State.
Then, Lt-Gen Soe Win gave necessary instructions. In the afternoon, Lt-Gen Soe Win and Lt-Gen Aung Htwe paid homage to Yadanasi Sayadaw Bhaddanta Silananda at Yadanasi TatU Monastery in Loilem. They supplicated on religious affairs and donated provisions to the Sayadaw.

Yangon, 1 Dec - U Win Aung, Minister for Foreign Affairs of the Union of Myanmar, has sent a message of felicitations to His Excellency Mr Mircea Geoana, Minister of Foreign Affairs of Romania, on the occasion of the National Day of Romania which falls on 1 December 2002.

Yangon, 30 Nov - A combined team including members of local intelligence unit and local police force, acting on information, searched Soe Naing near the Bus Terminal in Zeyawady and seized 326.58 grams of marijuana on 13 August 2001. Action was taken against Soe Naing, 46, son of U Win Maung of San Daw Twin, Bago under Section 15/19 (A) of the Narcotic Drugs and Psychotropic Substances Law by Zeyawady police station. The Toungoo District Court handed down 15 years' imprisonment on him under Section 19 (A) of the Narcotic Drugs and Psychotropic Substances Law on 18-10-2002.
Similarly, a combined team comprising members of local intelligence unit and Border Areas Immigration and Discipline unit, acting on information, on 11-7-2002, arrested Soe Aung (a) Aeik Aung together with 4,000 stimulant tablets who was trying to illegally immigrate from Maka Okham jetty, Tachilek, into other country. Action was taken against Soe Aung (a) Aeik Aung, 42, son of U Ba Yin of San Saing Ward, Tachilek under the Sections 15/19 (A) of the Narcotic Drugs and Psycho-tropic Substances Law by Tachilek police station. The Tachilek District Court heard the case and sentenced Soe Aung (a) Aeik Aung to 5 years' imprisonment under Section 15 and 20 years' imprisonment under Section 19 (A) to serve separately on 7-11-2002.
