YANGON, 6 Nov The 51st communal Kathina of the Ministry of Defence was held at Anawrahta Hall of the ministry this morning, attended by Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe and wife Daw Kyaing Kyaing.

Prime Minister Lt-Gen Soe Win attends Sino-ASEAN Economic Summit
Regional cooperation, source of economic growth Bilateral trade between Myanmar and China on steady growth
YANGON, 6 NovPrime Minister Lt-Gen Soe Win delivered an address at the opening of China-ASEAN Business and Investment Summit in Nanning, Guangxi Zhuang Autonomous Region, the Peoples Republic of China, on 3 November afternoon.
Also present at the meeting were Vice-Premier of the State Council of the PRC Madame Wu Yi, Cambodian Prime Minister Mr Sandech Hun Sen, Laotian Prime Minister Mr Boungnang Vorachith, Thai Deputy Prime Minister Mr Phinij Jarusombut, Vietnamese Deputy Prime Minister Mr Pham Gia Khiem, Minister for National Planning and Economic Development U Soe Tha, Minister for Commerce Brig-Gen Tin Naing Thein, Minister for Foreign Affairs U Nyan Win, Minister for Transport Maj-Gen Thein Swe, Myanmar Ambas-sador to China U Thein Lwin, Director-General of the SPDC Office Lt-Col Pe Nyein, departmental heads, ministers, deputy ministers, high-ranking officials and businessmen from Brunei, Cambodia, Indonesia, Lao Peoples Democratic Republic, Malaysia, the Philippines, Singapore, Thailand, the Socialist Republic of Vietnam and the PRC, and ASEAN Secretary- General Mr Ong Keng Yong and officials.
President of the China Council for the Promotion of International Trade (CCPIT) Mr Wan Jifei extended greetings.
The Chinese Vice- Premier , the Cambodian Prime Minister and the Laotian Prime Minister delivered speeches.
The Myanmar Prime Minister also addressed the meeting. In his address, the Myanmar Prime Minister expressed his satisfaction at the opportunity to attend and to address the meeting. He said that he was also delighted to get a chance as the Prime Minister to pay a visit to Nanning for the first time. Nanning is a pleasant and green city and it is also a region that serves as a bridge linking China and ASEAN. The region is surrounded by Chinese South-eastern economic region, Chinese southern coastal region and ASEAN Free Trade Area.
In the rapidly-changing world, regional cooperation is the only thing that can promise economic growth, attract foreign investment, and create job opportunities. Integration is essential for the East Asia so as to secure a position in the world market. Although it is said that developed countries are in support of free trade, it is regional solidarity that matters as protectionism is still in practice. ASEAN and China should make greater cooperation to overcome challenges. Only then will there emerge better opportunities for economic growth in the today competitive world.
ASEAN holds that the rise of China as a giant economy brings good opportunities to the members of ASEAN. It is apparent that ASEAN members will benefit from economic cooperation between ASEAN and China. By means of ASEAN-China integration, there will emerge a market for 1,700 million of people, one third of the world population. Natural resources and human resources of both sides will be of great help for shaping this huge market. There has been a gradual increase in the economy and trade between ASEAN and China in the past years, with 15 percent of annual trade. The trade between the two regions reached US$ 54.8 million in 2002 and US$ 78.2 million in 2003, an increase by 42.9. It is estimated that this year will see a more immense increase.
With economic development between ASEAN and China, the commercial and trade links between them will become broader. Geographical location as well as historical and cultural closeness will enable such links to move with great velocity. The Chinese practice of the open economic policy is a huge opportunity for ASEAN as well as a market for ASEAN products.
Myanmar will play an active role in turning the region into the place where economic growth and social equality can be guaranteed.
As regards investment opportunities in Myanmar, now is the time when the third five-year plan (2001-2002 to 2005-2006) is being implemented.Three years into the plan, average annual economic growth has increased by 8.5 percent.
The foreign trade balance sheet and the foreign exchange balance sheets are both in surplus. Therefore, the prospect of economic growth in Myanmar which is in the process of transition to the market-oriented economic system is encouraging. As for foreign investment, a total of 27 countries have invested US$ 7.6 billion in Myanmar. Myanmar welcomes additional investment from ASEAN countries and China.
The bilateral trade between Myanmar and China is growing steadily. An agreement has been reached between the two countries to raise the trade value to US$ 1.5 billion by 2005. Systematic steps are to be taken to improve the bilateral trade by sea and by land.
The opening ceremony came to an end with speeches delivered by the vice-prime ministers of Thailand and Vietnam.
Those who delivered addresses at the Summit were the ASEAN Secretary-General, the Governor of Guangxi Zhuang Autonomous Region, Minister of the Industry and Primary Resources of Brunei Dato Abdul Rahman Taib, Indonesian Trade Minister MMe Mari Elka Pangestu, Laotian Commerce Minister Mr Soulivong Daravong, Malaysian Minister at the Prime Minister's Office Tan Sri Bernard Giluk Dompok, Myanmar Commerce Minister Brig-Gen Tin Naing Thein, Singaporian Trade and Industry Minister Mr Jim Hng Kiang, Vietnamese Industry Minister Mr Hoahg Trung Hai, Philippine Trade and Industry Undersecretary Mr Thomas G Aquino and Thai Commerce Deputy Minister Mr Anutin Charnvirukul. The summit successfully ended on 4 November afternoon. On 3 November evening in Nanning, Prime Minister Lt-Gen Soe Win enjoyed the Nanning international variety show, which was held to mark the opening ceremony of the first China-ASEAN Expo 2004. Among the audience were the Chinese vice-premier, Cambodian and Laotian prime ministers, the vice-prime ministers from Thailand and Vietnam, ministers of ASEAN countries and PRC, the ASEAN Secretary-General, and officials of economic organizations.
On the occasion, China Council for the Promotion of International Trade (CCPIT) Vice-Chairman Mr Yu Ping explained noteworthy points about the show.
Later, celebrated vocalists for China and ASEAN countries entertained the audience and guests with songs and dances. The Myanmar goodwill delegation led by Prime Minister Lt-Gen Soe Win on 4 November afternoon arrived at the Guangxi Modern Agricultural & Technology Demonstration Zone in Nanning, the capital of Guangxi Zhuang Autonomous Region, in a motorcade.
They were welcomed there by Head of the Guangxi Modern Agricultural & Technology Demonstration Zone Mr Chen Zhengqin and officials. Prime Minister Lt-Gen Soe Win and party viewed crops plantations and vegetables grown at the Zone where Mr Chen Zhengqin and officials conducted them round. Next, they viewed modern agricultural equipment there. After that, Prime Minister Lt-Gen Soe Win and party planted flowering tress to mark the goodwill visit to the PRC.
After viewing a 20-kilo pumpkin and other crops on display at the hall of the Zone, Prime Minister Lt-Gen Soe Win signed in the visitors book.
Afterwards, Prime Minister Lt-Gen Soe Win presented a gift to Head of the Guangxi Modern Agricultural & Technology Demonstration Zone Mr Chen Zhengqin. Prime Minister Lt-Gen Soe Win, in his meeting with Mr Chen Zhengqin and officials, said technological and economic cooperation between Myanmar and the PRC is to be launched for development of the agricultural sector as the two nations share similar geographical and weather conditions.
After returning to the Wharton International Hotel, where he was staying, Prime Minister Lt-Gen Soe Win received Vice-Governor Mr Shao Qiwei of Yunnan Province and party.
Also present on the occasion were Minister for National Planning and Economic Development U Soe Tha, Minister for Commerce Brig-Gen Tin Naing Thein, Minister for Foreign Affairs U Nyan Win, Minister for Transport Maj-Gen Thein Swe and the Myanmar Ambassador to the PRC.
At the meeting, matters related to economic cooperation, establishment of the regular trade system and promotion of trade volume between Myanmar and Yunnan Province were discussed.
On 5 November morning, Prime Minister Lt-Gen Soe Win received Mr Cao Bochun, General Secretary of Guangxi Zhuang Autonomous Region Party and members at the Wharton International Hotel.
Also present on the occasion on Myanmar side were ministers and heads of department, and on the PRC side were Governor of Guangxi Zhuang Autonomous Region Mr Lu Bing, Vice-General Secretary Mr Liu Qibao, Secretary of Party Central Committee Mr Chi Rongfu, Vice-Governor Mr Yang Taoxi and officials.
At the meeting, Mr Cao Bochun said that he was pleased that the Prime Minister of Myanmar himself attended the China-ASEAN Expo 2004; that he invited Myanmar to attend the trade fair, which is held in November yearly; that the Yunnan Province is becoming a place that plays a leading role in the process of China-ASEAN cooperation; and that strenuous efforts are to be made for promotion of cooperation between the two nations.
He added that the Yannan Province with a total population of 48 million stands at the medium level in the whole PRC in terms of annual economic development; that the province is willing to cooperate with Myanmar in the fields of economy, education, sports and culture.
Prime Minister Lt-Gen Soe Win said that the China-ASEAN Business and Investment Summit held in Nanning and the China-ASEAN Expo 2004 are of great significance and high standard; that there has been kind hospitality of PRC in the holding of the Summit and the Expo and receptions and he felt that the PRC is enjoying the modernization with a high level of culture; that Myanmar has friendly relations with the PRC as she and Guangxi Zhuang Region share a common nature; that the sending of businessmen and agriculturists of Guangxi Zhuang Region to Myanmar will lead to creating the opportunities to cooperate in the Agricultural production sector.
On 4 November afternoon, Prime Minister Lt-Gen Soe Win received the Chairman of ZTE Corporation and members whereas on 5 November morning, he met with the Chairman of Hui Ming Co and members. Also present on the occasion were the ministers and the Myanmar Ambassador to the PRC.
Prime Minister Lt-Gen Soe Win and party left the Wharton International Hotel and arrived at the Nanning International Airport at 2 pm prior to their departure for home.
They were seen off at the airport by Vice-Governor of Guangxi Zhuang Region Mr Zhang Weixue, the Nanning Mayor and officials, Myanmar Ambassador to the PRC U Thein Lwin and embassy staff and others.
Prime Minister Lt-Gen Soe Win and party left for Yangon by the special flight of Myanmar Airways International and arrived back here at 2.50 pm. Minister for Commerce Brig-Gen Tin Naing Thein who was a member of Myanmar delegation afternoon called on Vice-Premier of the State Council of the PRC Madame Wu Yi at the Li Yuan Hotel 2 November yesterday and discussed matters related to the establishment of the normal trade between the two nations.
Likewise, Minister Brig-Gen Tin Naing Thein on 4 November morning attended a working dinner for trade ministers hosted at the Ming Yuan Hotel by leaders of the Guangxi Zhuang Autonomous Region.
Secretary-1 receives national race leader of special region-1 of Kachin State
Seven-point Road Map is not policy of individual but State policy
YANGON, 6 Nov Secretary-1 of the State Peace and Development Council Lt-Gen Thein Sein received national race leader of special region-1 of Kachin State U Za Khun Ting Ring at Yangon Command this afternoon.Also present were member of the State Peace and Development Council Lt-Gen Ye Myint, Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe, Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt, Director-General of the State Peace and Development Council Office Lt-Col Pe Nyein and senior military officers, U La Yauk Zal Lwang and members.
Secretary-1 Lt-Gen Thein Sein explained developments in the country and said the seven-point Road Map is not policy of an individual person but the State policy laid down by the State Peace and Development Council.
Therefore, he said, the government would continue to implement the seven-point Road Map without fail until it succeeds.
Efforts are to be made for success of the National Convention, the first step of the Road Map and also the most important sector with greater momentum, he said.
He said there would be no change in the attitude towards the armed groups that returned to the legal fold, adding that the government would continue to work together with the groups in line with the national policies based on consolidation of national solidarity and perpetuation of the Union.
He said the government would continue to provide assistance to border areas and national races development tasks in accord with the noble traditions.
National race leader U Za Khun Ting Ring said he and his party would work with the government loyally in accord with the policies laid down by the State.
He said his party would attend the National Convention held for building of a discipline-flourishing democratic State until it concluded.
He said it is the time for national people to cooperate with the Tatmadaw government with oneness for emergence of a modern developed discipline-flourishing democratic State.
He said priority is to be given to the requirements of the government and cooperation will also be made for success of the National Convention and realization of the seven-point Road Map.
He also discussed requirements regarding transport, education, agriculture, food suf-ficiency, continued cooperation for eradi-cation of narcotic drugs, economic and regional development in special region-1 of Kachin State.

YANGON, 6 Nov Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe and Chairman of Yangon City Development Committee Mayor Brig-Gen Aung Thein Lin this morning inspected sanitation works for keeping the city clean and ensuring proper drainage. The commander and party inspected the laying of concrete tiles on platforms on both sides of the roads, the building of traffic islands, unblocking and the dredging of drains, the expansion of the roads, growing of landscaping plants in Dagon, Latha, Pabedan, Pazundaung, Thaketa, Noth Okkalapa and Shwepyitha Townships. Officials conducted them around the sites.
During the inspection tour, the commander and the mayor gave instructions to the officials on tasks for cleanliness and beautifying of Yangon City and attended to the needs of works.
Minister oversees poultry and cattle farms
YANGON, 6 Nov Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein, accompanied by Director-General of Livestock Breeding and Veterinary Department U Maung Maung Nyunt, Managing Director of Livestock, Feedstuff and Dairy Products Enterprise U Khin Maung Aye and officials, yesterday morning met farm managers at the poultry farm of LFDPE in Pyinmabin, Mingaladon Township. The Minister gave instructions on extending livestock breeding tasks by using modern breeding methods and preventive measures to be taken against animal diseases.
He next inspected raising of hybrid chickens at the farm.
In the afternoon, the minister and party oversaw the test run of the 20-kilowatt recycled bio-gas station of the Cottage Industries Department in Pyinmabin.
Later, the minister and party visited the Super Cow cattle farm of U Ohn Khaing in Shwepyitha Township where about 300 cattle are bred and gave necessary instructions to officials and cow breeders.
Gifts for Fire Services Department
YANGON, 6 Nov Deputy Minister for Social Welfare, Relief and Resettlement Brig-Gen Kyaw Myint this morning inspected five fire engines donated by Overseas Disaster Relief Organization (ODRO) of Japan and Dagon Timber Limited at Fire Services Department (Head Office).
Afterwards, a ceremony to donate fire engines was held at the meeting hall of the ministry with an address by the Deputy Minister. Next, Chief Director Mr Nitou Hisamoto of ODRO of Japan and Chairman of Dagon Timber limited U Win Aung explained the purpose of the donation. The director-general of the Fire Services Department gave away the certificates of honour to the donors and expressed thanks.
Of five fire engines, three engines donated by ODRO of Japan will be delivered to Pathein Township and the other two donated by Dagon Timber Limited will be delivered to Pyu Township.
Rules for Armed Forces Day commemorative poem contest announced
YANGON, 6 NovHailing the 60th Anniversary Armed Forces Day which falls on 27 March 2005, the Poem Contest Organizing Sub-committee under the Poem and Arts Competition Organizing Work Committee, chaired by Deputy Minister for Culture Brig-Gen Soe Win Maung, announced today to hold the Poem Contest to mark the 60th Anniversary Armed Forces Day.
The contestants can present objectives of the 60th Anniversary Armed Forces Day, matters related to fine traditions of the Tatmadaw, historic events occurred in the periods of Konbaung Era (AD 1824), Independence Era (1948-1988) and the State Peace and Development Council, endeavours of the State Peace and Development Council in religious affairs, construction, peace negotiation and drug elimination sectors.
The entries will be scrutinized with three sectorstheme style, presentation and composing.
The poem contest will be divided into two categories. Those who have won first second or third prizes in the Poem Contest to mark the Armed Forces Day and the National Motto Contest, Sarpay Beikman Manuscript Award Contest and the poem contest of the Pakokku U Ohn Pe Literary Award Contest and National Literary Award winners may participate in the level-1 and those who did not win the prizes may take part in the level-2. Those who did not win the prizes can participate in the level-1. However, one contestant may take part in one level only, and the level number must be written on the entry. There will be two events at the level-1 the long poem and the short poem. The contestant can participate in both or one of them. However, it must be one entry for one event. The short poem must be between 100 and 300 stanzas and the long one between 1,000 and 2,000 stanzas.
The entries must be in line with the rules. The free verse and modern poems will not be accepted.
The poem must be written on one side of paper and the two copies of the entry must be submitted. And, the entry must be attached with the name of the contestant, pen-name, names of parents, education, occupation and address together with three 2" x 2.5" size colour photos.
The entry must be own creation and has not featured in any publication yet. The State has authority to use the prize-winning works.

Nepalese Journalist delegation visit downtown Yangon
YANGON, 6 Nov A Nepalese Journalist delegation led by Mr Manju Ratna Sakya visited the MICT Park in Hlaing Township this morning. The delegation also visited Myanma Gems Museum on Kaba Aye Pagoda Road in Mayangon Township. They were conducted round the museum by Deputy Director U Thet Lwin of Myanma Gems Enterprise of the Ministry of Mines and officials. In the afternoon, the delegation went to Kandawgyi Gardens and they were briefed all-round upgrading tasks of the garden by Deputy Head U Win Myint of the Park and Playgrounds Department of Yangon City Development Committee. Afterwards, they viewed the Elephant Plaza, the Education Zone, the Central Forest Zone, the Recreation Zone and the Relaxation Zone at the garden. Next, the delegation also visited National Races Village of the Ministry for Progress of Border Area and National Races and Development Affairs in Thanlyin Township and they were conducted round there by the officials the housings of national races in the village.

Victorious Myanmar women soccer team honoured
YANGON, 6 NovThe selected Myanmar womens football team was honoured at the M-3 Restaurant in Bahan Township here yesterday evening for winning the trophy of the first ASEAN Womens Soccer Tournament held in Hochi Minh, the Socialist Republic of Vietnam, from 29 September to 9 October this year.
The honouring ceremony was attended by Chairman of the Myanmar Olympic Committee Minister for Sports Brig-Gen Thura Aye Myint, Member of the MOC Deputy Minister for Hotels and Tourism Brig-Gen Aye Myint Kyu, officials, members of the panel of leading patrons of the Myanmar Womens Sports Federation, the president of the Myanmar Football Federation and guests.
Manager of the victorious football team Pandora Aung Gyi recounted the experiences of the team at the tournament. MFF President U Win Aung reported on the teams training.
The Minister delivered a speech, and awarded K 10 million presented by the State to the footballers.
The Dagon International Ltd presented K 4.6 million; the Union of Myanmar Federation of Chambers of Commerce and Industry, Htoo Trading Company and Shwe Than Lwin Co K 2.06 million each; and Taw Win Family Company, Yuzana Company , Yatha Cho Industry and Fortune International Ltd, K 1.03 million each to the team. Footballer Zin Mar Wan expressed gratitude.
